In the pursuit of a more prosperous and sustainable future, the transformation of Ogun East into a new state presents an unparalleled opportunity to cater to its estimated population of 2,036,390. The pressing challenges faced by the region necessitate a comprehensive development plan that spans ten years, focusing on housing, healthcare, security, transportation, and utilities across five phases. This structured approach not only addresses immediate needs but also lays the groundwork for lasting growth and self-reliance.
Foundational Setup (Years 1–2)
Governance and Administrative Infrastructure
Establishing a robust governance framework is crucial for the effective administration of the new state. Selecting Ijebu Ode as the state capital positions it centrally for equitable access. The construction of key administrative buildings—such as the State Government House, Legislative Assembly Complex, and Judiciary facilities—will ensure a functioning government capable of driving development initiatives.
Housing and Urban Planning
Commencing with a detailed population and land-use survey allows for a well-informed master plan that balances urban and rural needs. The initial goal of 50,000 housing units through public-private partnerships (PPPs) is aimed at providing affordable and accessible accommodation, ultimately leading toward the vision of a developed and vibrant community.
Transportation
An efficient transportation network promotes economic activity and connectivity. Upgrading 500 km of existing roads, alongside the construction of two major highways, will enhance access to various Local Government Areas (LGAs). Establishing a comprehensive transportation master plan, including public bus systems, ensures mobility for all residents.
Security
Safety is paramount for a thriving state. Building and equipping 30 police stations, coupled with recruiting and training 1,500 security personnel, will foster a secure environment, thereby instilling confidence in residents and potential investors.
Utilities
Access to clean water and energy is fundamental for quality of life. Constructing a water treatment plant near Ogun Waterside, alongside a renewable energy plan that includes a 50 MW solar plant, will provide essential services while promoting sustainability.
Health & Education Expansion (Yrs 3–4)
Healthcare
The commitment to health is exemplified by the construction of 10 general hospitals and the upgrade of 30 primary healthcare centers. Recruiting 1,000 qualified healthcare workers ensures that quality health services are accessible, supporting the well-being of the population.
Education
Education is a cornerstone for societal progress. Establishing 200 new schools and initiating a state university and two polytechnics fulfills the educational needs of the population. The implementation of free primary and secondary education funded by state taxes and grants reinforces the government’s investment in the future of its citizens.
Economic and Industrial Dev (Years 5–6)
Agriculture
The agricultural sector’s development is vital for food security and economic independence. Allocating 50,000 hectares for farming, alongside the establishment of an Agricultural Development Agency, positions the state as a leader in not only food production but also agribusiness innovations.
Industry
Creating industrial zones in key towns like Ijebu Ode and Sagamu attracts investment, while incentives for small and medium enterprises (SMEs) foster local entrepreneurship and job creation.
Tourism
Leveraging Ijebu’s rich culture and natural beauty by developing tourist sites can invigorate the economy, drawing visitors and generating revenue, thus promoting further investment in the sector.
Urbanization & Connectivity (Years 7–8)
Urbanization
The continued expansion of housing with 50,000 additional units alongside smart city initiatives will improve urban living standards. Introducing fiber-optic networks and green spaces supports a modernized environment.
Connectivity
Finalizing the construction of three regional airports and initiating a rail project connecting the capital to Lagos enhances the state’s connectivity, facilitating trade, tourism, and economic growth.
Sustainability and Expansion (Years 9–10)
Sustainability
Adopting environmental conservation policies and implementing statewide recycling programs ensures that development proceeds responsibly, protecting natural resources for future generations.
Expansion
Upgrading hospitals to teaching hospitals and constructing an additional 100 schools speaks to the state’s commitment to quality healthcare and education, catering to the growing population and ensuring that development is sustainable.
Funding this ambitious plan involves a multifaceted approach. The reliance on federal allocations from both oil and non-oil sources, coupled with the increase of Internally Generated Revenue (IGR) through taxes and economic activities, ensures fiscal sustainability. Additionally, leveraging Public-Private Partnerships (PPPs) for housing, industrial zones, and utility provision attracts investment. Strategic grants and loans from international organizations, alongside state infrastructure bonds, provide the necessary financial backbone.
This comprehensive development plan seeks to achieve housing for 90% of residents, healthcare coverage for 95% of the population, and employment for over 1 million individuals across various sectors. Improved transportation networks enhance connectivity, facilitating both personal and commercial movement. Ultimately, the creation of a self-sufficient, sustainable state ready to thrive relies on the balanced growth fostered by this vision.
By meticulously addressing each phase of development, Ogun East can transition towards becoming a model state, capitalizing on its unique resources and vibrant culture. The future of Ijebu hinges on the successful execution of this development plan, which is essential for ensuring prosperity, security, and a high quality of life for its citizens.
