New findings from the investigation into the fraudulent Presidential Foreign Intervention Promotion Council (PFIPC) have cleared Chief of Staff to the President, Femi Gbajabiamila, while pointing to others who allegedly helped run the fake agency.
According to police forensic analysis, the signature on the fake PFIPC appointment letter attributed to Gbajabiamila was forged. Financial checks also reportedly showed no trace of Gbajabiamila receiving any of the alleged N400 million said to be linked to Prince Adeniyi Adeyemi Matthew.
Instead, investigators traced the funds to Adeyemi’s personal accounts. The money was allegedly used for car purchases, personal spending, transfers to family members, and other transactions.
Gbajabiamila himself had lodged a petition with security agencies as far back as October 2025 over the impersonation and misuse of his name. That petition triggered the probe that eventually led to Adeyemi’s arrest.
The police report further stated that the supposed legal document used to establish PFIPC was fake and that the suspect used it to gain access into government systems.
Five Government Officials Allegedly Linked to the Fake Agency:
1. Mrs. Rosemary Omaye Achem — Special Assistant, Administration, to the Director-General, Budget Office of the Federation. Allegedly linked to budget creation and insertions for the fictitious agency.
2. Ms. Patricia Akhigbe — Assistant Director, Ministry of Budget and Economic Planning. Also linked to budget creation and insertions.
3. Dr. Joshua Kadmi Luka — Director, CAD, Office of the Accountant-General of the Federation. Allegedly linked to opening government accounts and assigning a National Chart of Accounts code.
4. Dr. Mimi Abu — Director, Office of the Head of the Civil Service of the Federation. Allegedly linked to granting establishment approval and the organisational structure.
5. Mr. Harry Ogaba — Staff seconded from the Office of the Secretary to the Government of the Federation. Named among those who allegedly helped facilitate the operation.
In addition, 22 other suspects were reportedly interrogated as the investigation expanded.
With these findings, focus has shifted away from President Tinubu’s Chief of Staff, Femi Gbajabiamila, to the alleged impostor, Prince Adeyemi, and the officials accused of enabling the fake agency’s access to government structures.
